Regulations
1. Organizers
The Russian Chess Federation, the European Chess Union, the St. Petersburg Chess Federation and the City of St. Petersburg.
2. Venue, Date, Schedule
The Championship will be held in St. Petersburg from March 7 to 21, 2009. The tournament hall is ElectronStandart, Pobedy Square, 2.

The Chief Arbiter may make changes to the tournament schedule after consultations with the ECU and the organizers. Such changes will be announced in due time.
3. Participation
The European Championship is open to all players representing the Chess Federations which comprise the European Chess Union (FIDE zones 1.1 to 1.9) regardless of their title or rating. There is also no limit of participants per federation.
4. System and rate of play
The championship will be 11 rounds Swiss, in accordance with the ECU Tournament Rules and FIDE Laws of Chess.
The playing time will be 90 minutes for 40 moves plus 30 minutes for the rest of the game with an increment of 30 seconds per move, starting from move one.
DGT XL chess clocks will be used.
5. Ranking and tie-break system
Ranks of players who finish with the same number of points shall be determined by application of the following tie-breaking procedures in sequence, proceeding from (a) to (b) to (c) to (d) to the extent required:
a) Median-Buchholz 1, the highest number wins;
b) Buchholz, the highest number wins;
c) Number of wins, the highest number wins;
d) Progressive Score, the highest number wins.
In the case of unplayed games for the calculation of (a) and (b) the current FIDE tournament rules shall be applied: Independently of the result of an unplayed game (win by Bye, win or loss by forfeit, no game because the player has withdrawn or was absent for some round(s)) for reasons of tie-break the result shall be counted as a Draw against the player himself. Annex to FIDE Tournament Rules, pt.1.
Tie-break Matches
In the European Individual Chess Championship and European Individual Womens Chess Championship tie-breaks are organized only in the following cases:
a) to establish the Champion;
b) to establish the medal winners;
c) to establish qualifiers for the World Chess Championship.
In the case of a) and b) the relevant tie-break matches will decide the final ranking and the money prizes connected with these places.
In the case of c), the relevant tie-break matches will not influence the final ranking and the money prizes will be shared equally.
System of the Tie-break matches:
Additional matches of two games will be played with 15 minutes on the clock and addition of 10 seconds before each move.
If this match is drawn again, then two games will be played with five minutes plus two seconds per move.
If this match is again drawn, then the sudden-death game will be played with White having 5 minutes on the clock and Black having 4 minutes, without any addition. White has to win the sudden-death game in order to win the match.
Detailed Tournament Regulations for the tie-break matches and the time schedule will be announced on Thursday, March 19 at the Technical Meeting for tie-breaks.
6. Qualifiers
The Individual European Women`s Championship 2009 is a qualification event for the next World Championship for Women. According to FIDE regulations and the decision of the ECU Board, 14 players will qualify.
7. Chief Arbiter
Chief Arbiter will be IA Igor Bolotinsky, Russia.
8. Prizes
The prize fund offered by the organizers is €87500. 20% of this sum is paid to the ECU, so the net amount is €70000.

In principle, according to Russian Law all prizes are taxable.
No double prize award is carried out. All players are to take part in the opening and closing ceremonies. If a prize-winner is absent during the closing ceremony, then the money prize will be reduced by 20% with a minimum of 100 €. The first 3 places will be awarded cups and medals.
The prizes are shared equally except for p.5 (Tie-breaks matches) of these regulations. Prizes less than €50 are not paid. Special prizes are not shared (should the performance minus rating be equal, higher final ranking decides). All prizes are supposed to be paid in Russian Roubles.
9. Application, registration
The national federations or participants themselves are kindly requested to fill in and return the Application Form not later than 10th of February 2009 (the forms will be published later).
The organizer will accept late registrations after this date under the condition of an extra charge of 100 € for each individual application.
10. Fees
The entry fee for the European Individual Championship is 65 € for WGM or WIM player, 130 € for other players.
11. Accommodation
There are no official hotels. Participants are free to choose where to stay.
The organizers offer accommodation in the following hotel:
• Hotel Park Inn Pulkovskaya (4-star hotel, Pobedy Square, 1 – prices are per person per day)
including breakfast: €65 single room, €40 double room
including half board: €85 single room, €60 double room
All players and accompanying persons who want to stay in the hotel offered by the organizers are asked to pay by bank transfer in advance (the bank account will be announced later).
12. Visas
If entry visas are required, please contact the respective Russian embassy in your country. If you need visa, please send us the registration form and a copy of your passport as soon as possible. In case of late registration the organizers are not responsible for the participants visa.
13. Transfer
Transfer for Hotel Park Inn Pulkovskaya from/to St.Petersburg airport and main railway stations will be offered at the price of €30 per person.

14. Medical Care
During the tournament there will be Medical Services according to the FIDE Tournament Regulations.
15. Additional information
The English version of these regulations is the authentic one.
Local currency is Russian Rouble. A passport may be needed for currency exchange operations.
The voltage in Russia is 220V.
